Try a private party who is selling their vehicle. You can usually negotiate a much better price than you could at a dealership. Check out Craigslist or Auto Trader online.

Yes, you should file asap, some cities/counties you can go online and and print the forms, but most places you would go in and ask for the UUV paper work and fill it out. Depending on the prosecuting office (city or DA) the outcome will be different. Also it depends if there is damange to the vehicle, and how long it was out for. If the sibling came back and the car was in one piece and he or she was like "oh sorry it won't happy again" the Police might classify it as a civil issue and not Police need kind of deal. IF it keeps happening then that would work in your favor. Also if the sibling is involve w/ drugs or alcohol that could be a different story along with more felonies.
